What are these two Dredd stories? - Please help!!!

Batman's Superior Cousin

1) Muliple parts - Dredd goes to Atlantis to extradite/capture a perp. At the end of part one, 3 identical men appear (with white/blondish hair) and shoot the judges in an attempt to capture/free the perp themselves.

2) Possible multiple parts - Dredd apprehends a perp but discovers at the same time a bunch of robots have the remains of Call-Me-Kenneth and are praising/worshipping him while attempting to start another revolution.

Both are from the mid to late 90's.
