a burner writes once. a rewriter can be written over
can i suggest a dvd burner drive this can store a lot more data than a cd and if your saving movies this is a good idea

That's not quite the right question to ask...

To make DVDs you'll need a DVD-writer (as opposed to a player). These aren't expensive now but there are quite a few formats so it can be confusing.

Using a program to write data to a CD or DVD is referred to as 'burning', so you will also need some 'burning' software. Check out stuff from Nero.

There are two types of CD and (at least) four types of DVD media. The more expensive you can re-write to, and the others you can only burn once.

So, whatever DVD-writer you get will be capable or burning and rewriting, as dictated by the media.

If you're going to scan comics then don't pdf them. Much better to download the Comic Display Reader program (it's free), zip the scanned images together into one zip/rar file, using winzip or winrar, and then change the file extension to cbr or cbz. This gives for a much better reading experience imo.

You can burn whatever you like, rewritable or not - it's only a bunch of files. It's the software you use to create the files in the first place which is the important thing.
