Rats!  That link doesn't work!  Which is a shame as I'm a fan of both Bell and Crumb (my icon is lifted from a Crumb record sleeve).

Anyone remember Electric Soup (Scottish comic of the early 90s), they had a brilliant spoof of the Broons called The Greens.  I've no idea who wrote or drew it though.

Frank Quitely illustrated "The Greens", IIRC. I suspect Alan Grant may have been involved in writing it...
