Sorry Woolly but in that film it came across as Jim's version.

I can't break the law because I am the law and what   I say goes. I can shoot you, but I am the law, so it's allowed.

But that's always been one of the central paradoxes of Dredd. Sometimes he seems to make up law on the hoof, other times he can be seen surrounded by the Mega-City 1 equivalent of Halsbury's Laws of England. It's never been entirely clear what the legislative process in the Big Meg is.

True. For a time there Dredd was actually Justice rather than the Law, but these recent stories with the protection of the city act etc has spun it back round a bit.
