I never like the idea of extra rules myself but I guess if the place won't stay nice on it's own any more then it's necessary. Damn shame.

You may not impersonate another Board Member, comic creator or Member of Staff.

Does that mean the running "I'm x and so is my wife" gag is out the window?

You may not violate any local, state, national, or international laws or regulations.

Now, it may just be my reading of it, but this rule appears to apply to any law anywhere. In which case, we're all in trouble with China.

I'm working on some revisions of the code of conduct and may be adding a '15 certificate' to the board so that we can keep vulgar (but not abusive) language.

Not really.  By and large, people censor themselves and when they don't- Wake steps in.  I've never found him to be particularly heavy handed or unfair either.  I don't mind if we have a 'code of conduct' or not- but it's hardly something that the board has been "badly in need of for years".
