The Total War angle may well be the way to go for a movie (particularly those tense failed nuke-defusing scenes that Wagner does so well!), but you'd need to shoehorn in some indication of why the Judges (think they) are a necessary evil, and why democratic rule is (thought to be) a bad idea.  Some sort of an opening act along the lines of the more heroic parts of the Graveyard Shift maybe, rescuing babies, downing futsises and stopping block wars, that sort of thing.   Dredd may be a bastard, but the audience still needs to see him as a hero for the film to work.  Not a sidekick-having, Hershey-kissing, knoo-yud-say-that sort of hero, mind.

Oh and Jimbo, for shame!

Agreed.  Go out tomorrow and get the trade - the second storyline isn't QUITE as good, but it's still very good - particularly as it leads into the excellent Cadet and the even better (although in a different book) Total War. 

Hurry.  Life is too short.  You need to read it.
