Anderson PSI Files Volume 3 Cover Artist

Just looking at the image of cover the upcoming PSI files volume 3 (Out today?) in the latest Meg and I honestly can't place the artist. It almost looks like Gary Leach. Can anyone shed any light on who drew it and which Anderson story its from.

I get the feeling that I'll be annoyed with myself when I find out who drew it.
