As for the 'popular appeal / niche' argument... All these tshirts are niche. A breakout design has more chance of cross over than does a generic panel which encounters the comics are for nerds barrier quicker.

But there's more chance of a snazzier Dredd or Zenith t-shirt selling well across the board or 'breaking-out' than one that references citi-def. In this collection of niche t-shirts some will always sell better than others.  At the end of the day it's risk management and cost and demand need to balance each other for it to be worth it.

I think these limited edition Dark Judges T-shirts http://cellarofdredd.blogspot.it/2012/07/dark-judges-t-shirts-limited-edition.html would be a great contender, were they to be reprinted. I did miss out on these so that's probably my motivation for wanting to see a reissue but I think the design is obscure enough to be eye-catching yet well-known enough beyond the realms of 2000AD readers to appeal to a wider audience.
