Of course none of this would have been a problem if The Mighty One had elected to give Prog 20XX issues an implied number in sequence (i.e. 1872, 1873, 1874 a.k.a. "Prog 2014", 1875, etc.).

Just one of the things on the list of things that will be made law when I'm World-President-And-Dictator-For-Life^TM ... along with a separate lane for caravans and digging up speed bumps to fill all the potholes.  And forcing Celine Dion to listen to her own records 24-hours-a-day.  Oh yes, one day my time will come.
