Why is Walt Siminson drawing fan pics of Dredd??

Who would ask Walt Siminson to draw a pic of Dredd?

And is Siminson so familiar with the character as to be able to draw a pic like this from memory? (I'm assuming its a convention pic or something similar). The only errors I see are Deaths boots and Dredds missing resparator.
