And is it not "someone else's" responsibility to size and position the cover images alongside the logo and all the rest of it?

Don't know - from what I've seen, the placement of the logo sometimes seems to be up to the artist, and sometimes up to the editorial droids. The cover text (strapline? Or is that something else?) size and placement is up to the editorial team again (I'm including the design droids in this) as is the location of the pricing info, barcode etc...

I don't think you can blame anyone but the artist for the stock poses that often find their way onto 2000AD covers...

It may be deliberate, like these are the intended GN volumes covers or chapter pages, or something, and meant to compliment each other.
